Joint Legislative Salmon Industry Task Force Summary of Legislation Passed 2002-04 Updated 5/26/04 The
following resolution passed in the 22nd Legislature and established the
Task Force: SCR 28 - "Establishing the Joint Legislative Salmon Industry Task Force." Following is the list of Task Force bills introduced and passed in both the first and second legislative sessions of the 23rd Legislature: First Session (2003) HCR 6 - "Relating to the continuation of the Joint Legislative Salmon Industry Task Force until 2004." HB 90 - "An Act relating to a salmon product development tax credit under the Alaska fisheries business tax and a salmon utilization tax credit; and providing for an effective date." HB 104 - "An Act relating to payment of the fisheries business tax and to security for collection of the fisheries business tax." HB 105 - "An Act relating to loans to satisfy past due federal tax obligations of commercial fishermen and to the commercial fishing loan program." HB 118 - "An Act relating to the transportation and sale of certain commercially caught fish by an agent of a commercial fishing permit holder and to the sale of fish; and providing for an effective date." Second Session (2004) HJR 34 - "Relating to the United States Department of Agriculture and the United States Department of Labor to extend Trade Adjustment Assistance benefits to Alaska salmon fishermen; requesting the United States Congress and the United States Department of Agriculture to extend additional disaster and price support benefits to Alaska salmon fishermen; and requesting the United States Department of Commerce to establish a Trade Adjustment Assistance program specific to commercial fishermen." HB 409 - "An Act relating to the maximum length of salmon seine vessels; and providing for an effective date." HB 419 - "An Act relating to regional seafood development associations and to regional seafood development taxes." SCR 19 - "Relating to the support of fisheries education, training, and research and encouraging collaborative efforts between the state, the University of Alaska, and other educational institutions to provide fisheries education programs." SB 273 - "An Act amending the size, membership, and powers of the board of directors of the Alaska Seafood Marketing Institute and making corresponding change in the quorum requirement; authorizing the establishment of the seafood marketing assessment at a rate of 0.5 percent or 0.6 percent of the value of seafood products produced; providing for an election to retain, terminate, or increase the seafood marketing assessment; providing for the repeal of the salmon marketing tax and provisions related to the salmon marketing tax; and providing for an effective date." SB 282 - "An Act relating to the identification of finfish in food products and to the misbranding of food products consisting of or containing finfish." SB 286 - "An Act relating to direct marketing fisheries businesses, to the fisheries business tax, and to liability for payment of taxes and assessments on the sale or transfer of fishery resources; and providing for an effective date." SB 315 - "An Act relating to the administration of the commercial fishing entry permit buy-back programs." SB 322 - "An Act relating to the rate of the salmon enhancement tax."
