2. Processors ready for salmon, with notable exceptions

The Alaska Department of Fish and Game today released its annual salmon processor capacity survey, and the news is mostly upbeat. The major processors say they generally can handle forecasted runs of sockeye, pink and other species of salmon due in from the ocean this summer to spawn.

3. U.S. Senators Call for Worldwide Ban on Destructive Fishing Subsidies

WASHINGTON, May 4 /PRNewswire-USNewswire/ -- A bipartisan group of 13 United States Senators, led by Sen. Ted Stevens (R-Alaska), introduced a resolution Thursday night calling for the United States to pursue an international ban on government subsidies to the fishing sector that are supporting the overfishing of the world's oceans. Earlier this week, the United States Ambassador to the World Trade Organization (WTO), Peter Allgeier, presented an ambitious U.S. proposal that would broadly prohibit fisheries subsidies at WTO negotiations in Geneva including delegates representing the WTO's 150-member countries… The largest overall fishing subsidizers are Japan ($5.3 billion), the European Union ($3.3 billion), and China ($3.1 billion). The United States provides relatively few capacity-building subsidies to its domestic fishing industry, and continued subsidization by other governments to their commercial fleets put domestic fishermen at competitive disadvantage in their ability to fish and to sell their products on the international market.

4. Test finds trawl net upgrades reduce halibut bycatch

Recent testing of a halibut excluder device on trawl nets fishing for Pacific cod in the Gulf of Alaska points to a significant reduction of halibut bycatch.
 

Halibut excluders are a panel of slots in a trawl net designed to let halibut swim out.
 

The test fishery was coordinated by the cooperative research program of the Marine Conservation Alliance Foundation (MCAF). Dr. Craig Rose of the National Oceanic and Atmospheric Administration’s Alaska Fishery Science Center and Kodiak-area trawl fishermen participated in the project...

5. Kodiak Herring season heats up

The Kodiak sac roe herring fishery started slow, but has recently picked up, now that water temperatures are up a few degrees, Alaska Department of Fish and Game fisheries biologist Jeff Wadle said.
 

“The fish we have been getting have been good fish,” he said “We’re getting some good roe percentages going into the plants.”

The season opened April 15, with a total guideline harvest level of 4,000 tons. So far, approximately 1,000 tons have been harvested, Wadle said…

7. Fish Board says no to Cook Inlet Salmon changes  (April 18)

Upper Cook Inlet Management Plan won’t be modified prior to season The Upper Cook Inlet Management Plan will not be changed prior to the start of the 2007 fishing season, the Alaska Board of Fisheries decided Tuesday during a teleconferenced meeting.
 

The board met by phone to discuss an emergency petition from four Upper Cook Inlet setnetters seeking changes to the Upper Cook Inlet Salmon Management Plan (UCISMP). Robert Williams, Jeffery Beaudoin, Brent Johnson and Herman Hermansen had asked the board to clear up “apparent ambiguities” in management priorities by adopting an emergency regulation making it clear that the primary objective of management was achieving established escapement goals…

8. Bristol Bay buys into fish processor

Bristol Bay Economic Development Corp. will buy a 50 percent share of Seattle-based fish processor Ocean Beauty Seafoods Inc., the companies just announced.
 

Neither company plans major management changes, they said. Ocean Beauty will remain in its current headquarters in Seattle, and all seven of its Alaska processing plants will continue to operate as normal, the company said.
 

"We have found the ideal company to invest in," said Robin Samuelson, Bristol Bay's chief executive. "Ocean Beauty's management group is strong, and they bring processing expertise and training that will allow us to expand opportunities for our residents…

9. Bristol Bay oil and gas lease sale set for 2011

The Bush administration today scheduled an offshore oil and gas lease sale for 2011 in Bristol Bay, home of major salmon, crab and bottom fish harvests.

The sale date appears to be a compromise from the administration’s original proposal last year, which called for two lease sales in 2010 and 2012.

10. Federal legislation looks to prevent drilling in Bristol Bay

Oil and gas officials, the environmental community and Alaska Native corporations are all weighing in on proposed federal legislation to permanently halt oil and gas leasing in Bristol Bay.

The Bristol Bay Protection Act was introduced April 19 in the U.S. House of Representatives by Rep. Jay Inslee, D-Wash., Rep. Maurice Hinchey, D-N.Y., and Wayne Gilchrest, R-Md. 12. Thirteen saved as Homer charter boat sinks after roll

The halibut fishing season in Homer started off with a bang Wednesday, when a charter boat tagging fish for the annual halibut derby capsized and sank in calm seas near Seldovia.

All 13 people on the Halibut Endeavor for the day's Chamber of Commerce outing were rescued, though several had to be pulled from the water after the boat turned over.

14. Kodiak based Crewman's Association asks for share of crab quota

The Crewman's Association, based in Kodiak, is asking the North Pacific Fishery Management Council to reallocate to crewmen a percentage of individual fishing quotas for crab.
 

Shawn Dochtermann, a veteran commercial fisherman and secretary of the Crewmen's Association, made the proposal to the council April 2, at the conclusion of the council's April meeting.

The council took no action on the proposal, but Dochtermann said he intends to pursue the matter with state and federal fisheries officials and others…

15. Federal fishery council leaves review of major merger to other agencies

Federal fisheries regulators have opted to let other federal agencies determine whether the merger of two Japanese firms would create various forms of economic distress in Alaska fisheries.
 

The North Pacific Fishery Management Council was asked April 2 in Anchorage to analyze impacts on several communities, pricing and ownership caps on various privatized fisheries that could come as a result of the forthcoming merger of Maruha Group and Nichiro Corp.
 

The council decided that some analysis to be done by the U.S. Department of Justice and the Federal Trade Commission would be sufficient, said Earl Krygier, an alternate on the council for Fish and Game Commissioner Denby Lloyd…

18. Creative Salmon Fish farm nets drown scores of sea lions off Vancouver Island

The nets of a salmon farm ensnared and drowned 51 California sea lions earlier this month, more than in all of 2006, a spokesman for the Vancouver Island fish-farm operator says.
 

Employees of Creative Salmon Co. Ltd. discovered the mass of dead animals April 12 while changing nets on the farm, located in Tofino Inlet on the west coast of Vancouver Island.

"In 16 years of operation, we have never experienced anything like this," general manager Spencer Evans said. "It was very unfortunate."

 

The incident and other reported sea lion drownings have environmentalists calling for the farms to use closed-containment systems rather than open-ocean net cages to raise fish…

19. Defamed fish farm Creative Salmon awarded $89,000 vs. Don Staniford

Judge rules that environmentalist Don Staniford made malicious comments about Creative Salmon…
 

An international environmental campaigner is being ordered to pay almost $90,000 in damages and court costs after losing a defamation suit for malicious comments about a British Columbia salmon farm.
 

The B.C. Supreme Court judgment against Don Staniford now includes $74,000 in costs awarded as a result of a court hearing last week -- in addition to $10,000 in general damages and $5,000 for aggravated damages that were awarded in January to Creative Salmon.
 

Staniford "was motivated by malice," in the view of B.C. Supreme Court Justice Laura Gerow, when he attempted in late 2004 to build public opposition to Creative Salmon -- portraying the company as deceitful and dishonest in two press releases written on behalf of environmental group Friends of Clayoquot Sound.

20. Canada: Political recommendations will stifle BC Salmon Sector – closed containment

NDP members of the government’s Special Committee on Sustainable Aquaculture are ignoring input from coastal communities, First Nations and the aquaculture industry in their recommendations on the future of salmon farming in British Columbia.

In March, Icicle Seafoods Inc. made an announcement that shocked some people: It was jumping into the farmed salmon and trout business in Chile.

22. Commerce Secretary Gutierrez Applauds Congressman Rahall's Commitment to Aquaculture (EEZ Aquaculture bill introduced)

PIE, W.VA. – U.S. Commerce Secretary Carlos M. Gutierrez applauded the announcement today by Chairman of the House Natural Resources Committee Nick J. Rahall, II (D-WV) that he would introduce a bill, at the request of the Administration to help establish an offshore aquaculture industry.  The announcement came during a tour of the Mingo County Fish Hatchery in Pie, West Virginia, where the two discussed the Bush Administration’s efforts to expand the $1 billion U.S. industry into federal waters under the National Offshore Aquaculture Act of 2007.

23. CAL: Sea ranches make waves

In San Diego, the Hubbs-SeaWorld Research Institute is pushing to become a leader in U.S. aquaculture research. Yesterday, the institute's officials outlined their case for expanding marine fish farming to the California Fish & Game Commission.
 

Don Kent, the director of Hubbs, said decades of advancing the science behind aquaculture has left him bullish about the U.S. industry's vast untapped potential.
 

“If we're going to keep the ocean abundant, we have to start farming the sea the way we farm the land,” he said.

24. EU / Scotsman: How buyers of 'wild' fish were sold red herrings

One in ten fish on sale in shops, including Sainsbury's, was incorrectly labelled as "wild" according to tests by the Food Standards Agency (FSA).
 

The survey also found 15 per cent of retailers provided shoppers with no information - or incorrect details - about the origin of their fish.

In accordance with the assessment procedures required by the Marine Stewardship Council (MSC), Scientific Certification Systems, Inc. (SCS) is posting the Draft

This rule revises the list of nonrural areas identified by the Federal Subsistence Board (Board, we, us). Only residents of areas identified as rural are eligible to participate in the Federal Subsistence Management Program on Federal public lands in Alaska. We are changing Adak's status to rural. We also are adding Prudhoe Bay to the list of nonrural areas. The following areas continue to be nonrural, but we are changing their boundaries: the Kenai Area; the Wasilla/Palmer Area, including Point McKenzie; the Homer Area,  including Fritz Creek East (except Voznesenka) and the North Fork Road area; and the Ketchikan Area. 37. Coast Guard requests comments on HF radio WX – Comment deadline August 24

The US Coast Guard is seeking public comment on the need to continue providing high frequency (HF) radio broadcasts of weather forecasts and warnings. Public comment is necessary in order to assess the demand for the HF radio broadcasts in each of three forms: (1) radiofacsimile; (2) voice; and (3) simplex teletype over radio (SITOR), also known as narrow band direct printing (NBDP). The infrastructure necessary to provide these services has exceeded its useful life expectancy; the equipment is no longer manufactured, repairs are difficult to accomplish, and spare parts generally are not available. 39. Coast Guard to enforce security zones around cruise ships and ferries  

JUNEAU, Alaska -  The summer 2007 tourist season will start next week, with the arrival of this year's first cruise ship.  As in years past, the Coast Guard will be enforcing the High Capacity Passenger Vessel (HCPV) and Alaska Marine Highway System (AMHS) security zone.
 

An HCP vessel is defined as a passenger vessel over 100 feet in length that is authorized to carry more than 500 passengers for hire. An AMHS vessel is defined as any vessel owned or operated by the Alaska Marine Highway System.
 

The security zone extends 100 yards around and under all escorted HCP and/or AMHS vessels during their transit in the navigable waters of Alaska. The security zone will only be in effect when there is a designated on scene representative present during the escort of the HCP or AMHS vessel…

NMFS proposes to amend regulations governing salmon bycatch in the Bering Sea and Aleutian Islands management area (BSAI). This action is necessary to enhance the effectiveness of salmon bycatch measures by (1) exempting pollock vessels from Chinook and chum salmon savings area closures if they participate in an inter-cooperative agreement (ICA) to reduce salmon bycatch, and (2) exempting vessels participating in non-pollock trawl fisheries from chum salmon savings area closures because these fisheries intercept minimal amounts of salmon. The proposed rule is intended to promote the goals and objectives of the Fishery Management Plan for Groundfish of the Bering Sea and Aleutian Islands Management Area (FMP).

availability of approximately $19.3 million in competitive grant funds for fiscal year (FY) 2007 to help independent agricultural producers enter into value-added activities.

expenses, but not for both. The maximum grant amount for a planning grant is $100,000 and the maximum grant amount for a working capital grant is $300,000.
